Our Story
North Rift Valley Water Works Development Agency (NRVWWDA) is one of the nine (9) Water Works Development Agencies under the Ministry of Water, Sanitation and Irrigation. It was established vide Gazette Notice No. 5 of 7th February 2020 pursuant to the Water Act No. 43 of 2016. It covers the counties of Uasin Gishu, West Pokot, Turkana and Elgeyo-Marakwet with a total Population of approx. 3.2 Million and an area of approx. 83,000 km2. The Agency was carved off the former Rift Valley Water Works Development Agency (West Pokot, Turkana and Elgeyo-Marakwet counties) and Lake Victoria North Water Works Development Agency (Uasin Gishu County).
The mandate of the Agency as per the Water Act 2016 clause 68 includes to:
- undertake the development, maintenance and management of the national public water works within its area of jurisdiction;
- operate the waterworks and provide water services as a water service provider, until such a time as responsibility for the operation and management of the waterworks are handed over to a county government, joint committee, authority of county governments or water services provider within whose area of jurisdiction or supply the waterworks is located;
- provide reserve capacity for purposes of providing water services where pursuant to section 103, the Regulatory Board orders the transfer of water services functions from a defaulting water services provider to another licensee;
- provide technical services and capacity building to such county governments and water services providers within its area as may be requested; and
- provide to the Cabinet Secretary technical support in the discharge of his or her functions under the Constitution and the Water Act 2016.
Approximately 78% and 22% of the population is living in the rural and urban areas respectively. Considering that most of the population is in rural areas, more emphasis is required towards development of water and sanitation infrastructure to increase coverage in rural areas.
The Government recognizes that NRVWWDA holds a vital key in the implementation of the “Big Four” Initiatives and other national priorities in order to improve the quality of life of Kenyans and make Kenya globally competitive;
The purpose of this performance contract is to establish the basis for ensuring that efficient and effective services are delivered to Kenyans in line with the provisions of the Constitution and by requiring NRVWWDA to adopt systems that enable innovativeness and adaptability of public services to the needs of users – according special attention to strategies and initiatives that will fast track Post COVID-19 Recovery.
The Mandate of NRVWWDA is to undertake the development, maintenance and management of national public water works within its area of jurisdiction as provided in the Water Act 2016. NRVWWDA operations are also guided by various other legislations among them; Constitution of Kenya 2010, State Corporations Act 2012, Environmental Management and Coordination Act 1999, among others. NRVWWDA’s region covers the Counties of Uasin Gishu, West Pokot, Turkana and Elgeyo Marakwet .
It is our responsibility to provide the required leadership in designing suitable plans and strategies that will contribute to high and sustainable socio-economic development. It is our undertaking to ensure that NRVWWDA has a credible strategic plan and performance contract that will deliver the desired goals.
It is also our undertaking that we will perform our responsibilities diligently and to the best of our abilities to support the achievement of the agreed performance targets.
